He has collected any number of interesting items the various government officials have been using to spy on each other as well as assorted pieces of equipment the local and state governments left insufficiently secured.
When Prince John III launched his expansion program by conquering a nearby mall, Frank saw his chance. In the dead of night, mounted on his riding wet-dry vac (with gardening attachments), he obtained the last of his needed equipment from various sporting goods and electronics stores, as well as a cache of pawnable jewelry and set off for his scheduled meeting with former Prince, former Captain, newly-ex-district manager Marcus.
